Lovely gardens ! We couldn't go inside because we visited on May 1st but would recommend everyone visiting for some nice pictures and getting away from the most touristic places close to the cathedral.
No regular visiting hours, you need a chance on a special day. The palace is partially recovered and combines "kaiser" style with burocratic old school and some scrapped solutions.

Originally, a German imperial building from the time after the 1870-1871 franco-prussian war, it now is a French administrative building housing the Commission for (river) Rhine Navigation, the world's oldest multinational regulatory institution still in existence today. Since I visited on a weekend, the building was closed, but I doubt that it's ever open for tourist visits since it's a "working" government building.
Very nice palace in Place de la Republique. We had to traverse the park every day a couple of times when visiting Strasbourg. Every time we noticed many groups of teenagers spending the time together listening to music, drinking beer and being very loud. I assume this is one of the places they prefer to meet up. It did not bother us at all. It was interesting to watch :)
Pretty nice place, with a circular garden in the middle. Good parking spaces all around and makes for a good walking experience for the tourist types.
